Classification Talk: Sylvie Choiniere
Sylvie was born and raised in Malone, NY on a dairy farm and was the Franklin County Dairy Princess in 2012. Sylvie went to St. Lawrence University to obtain her Bachelor's in Biology. During her time at SLU, Sylvie studied abroad in Rome, Italy for a semester and conducted research on Multiple Sclerosis, ALS and autoimmune disorders for 3 years. Uncertain of what she wanted to do, Sylvie moved to Indiana and completed her Master's in Public Health Administration from IU Bloomington.
Sylvie moved back to the East Coast and started as the Blueprint for Health Program Manager for Addison County in 2018 under UVMHN Porter Medical Center. Now, Sylvie works is all aspects of Community Health - food insecurity, health equity, substance use, community collaboratives, quality, etc
On a personal note - Sylvie was Co-President for the Rotary Interact Club in high school, revived the Rotaract Club at St. Lawrence University and was excited for the opportunity to continue on the Rotary path in Middlebury. Sylvie has a passion to help people and make a difference in the community!

GUEST SPEAKER - Ellie de Villiers, Maple Broadband
Ellie is the Vice Chair of Maple Broadband - "Maple Broadband is a not-for-profit municipal entity that is working towards making affordable, reliable internet service available to all households and businesses within the district, along with prompt, user-friendly customer service."
Ellie comes from a background in new technologies and simultaneously works for a Liquid Technology group in South Africa. She was in S. Africa for 10 years working on industry development.
Ellie lives in New Haven, VT - she was born and raised here and is interested in helping providing access to underserved areas in VT through technical assistance and previous experience.
Maple Broadband Efforts:
This is Communications Union District (CUD) made up of local residents, with the support of local Town Select Boards to promote and expand broad-band. This is designed to help support those who live in on the end of long roads or areas in which commercial providers cannot truly support or provide any service to. (These meetings are public - if you are interested)
As a not-for-profit municipal entity, the funds come from other sources. Interestingly, the Federal Government does not regulate broadband which causes issues with quality of service as it is all dependent on the policy of the individual service providers.
Why is this important in Addison County?
39% of Addison is not serviced and ACT 79 and ACT 71 were designed to help address this to provide funds for broadband connectivity to underserved/unserved areas in VT
Some stats provided:
Whiting/Orwell - 100% underserved
Ripton - 90.5% underserved
Identified Waitsfield Telecom as the Major network operating partner
For every $1 --> $4 goes back into the community
Schedule
Phase 1,2,3 consist of the following:
High-level design - Network
Planning/Location verification
Material pre-purchase of Fiber cable (Some of this has arrived)
Construction bid (currently happening)
Build (September 2022)
Subscribers (scheduled for Fall 2022)
Cost:
Total Network Cost - $39.2 Million
Grant Funding - $21.8 Million
$15.7 in 30years for revenue bonds
The more people that sign on, the less expensive it will be as there will be less debt to recover
Affordability is an important focus of this project
Will work to help low-income families (subsidize are/will be available, and will possibly remove instillation fee to make it more affordable)
Questions and Comments:
Would like to see partnership with Addison County Community Trust and the mobile home parks
What is the marketing strategy?
Will work with employers to advertise, go door to door, community partners, etc
Will have acquisition incentives to get folks signed up and engage with communities.
